Japan: Apple must offer replacement Nano batteries

Issue blamed on battery supplier
The Japanese government has now ordered Apple Japan to post a message on its website, Reuters reports, informing the public it can get a replacement battery for the iPod nano. The demand follows years of pressure, to which Japan's industry ministry has accused Apple of being unresponsive. Some 27 first-generation Nanos have been recorded overheating in the country, resulting in six fires, and four incidents with minor burns.
Apple finally began taking action last week, when it issued a statement saying it had traced the problem back to a single battery supplier. On a technical level, the problem is unofficially thought to be related to overcharging. Faulty Nano batteries may eventually overheat and spark, leading to injuries and property damage.

--- if it was found that the only batteries that overheated were batteries made by a Japanese company so Apple passed on the requirement back to the Japanese government to make its battery maker deliver and pay for rework for new batteries... ????
