Dates set for Christmas iTunes Connect shutdown

No mention of Thanksgiving plans
Apple is reportedly informing developers that iTunes Connect will be temporarily shut down between December 23rd and the 28th. The downtime is expected, as Apple regularly takes the developer service offline during the holidays. App creators will be unable to submit new or updated apps during the gap; similarly, any apps set to go live during the period will not reach the App Store until December 29th.
No mention is made of a rumored Thanksgiving shutdown. It had been suggested that Apple might use the extra time to migrate iTunes content to new servers, possibly with the intention of preparing a streaming service. The company is bringing a large North Carolina data center online by the end of the year, but has not so far revealed its purpose.

Why, exactly, would developers not be able to submit apps during this break? Does Apple shut down all their computers before they take the week off?
